Date of Notice: November 8 2009 NOTICE OF APPLICATION FOR APPROVAL OF A SMARTGRIDCITY PRICING PILOT OF PUBLIC SERVICE COMPANY OF COLORADO 1225 17TH STREET DENVER COLORADO 80202 You are hereby notified that Public Service Company of Colorado (Public Service) has filed with the Colorado Public Utilities Commission (Commission) an application seeking an order from the Commission authorizing it to implement a SmartGridCity ™Pricing Pilot. The purpose of the Application is to authorize Public Service to implement a SmartGridCity Pricing Pilot to determine how to implement the technologies and pricing structures in a manner that best supports positive customer response. Guided by information and presented with pricing options on energy consumption consumers can reduce consumption. Three Residential rate schedules are proposed in this application. Schedule Residential Time-of-Use (RTOU) Schedule Residential Critical-Peak Pricing (RCPP) and Schedule Residential Peak Time Rebate (RPTR) will be available to a maximum of 2,000 residential customers as a part of the Company's SmartGridCity Pricing Pilot until December 31 2011. These Schedules are available only to residential customers who are part of the Company's SmartGridCity project in Boulder Colorado. The time periods during which peak pricing applies are non-holiday weekdays during a six-hour peak period from 2:00 PM to 8:00 PM for all three rate Schedules. The Critical-Peak time period applicable to the RCPP and RPTR Schedules is the same six-hour period above during 15 days per year called by the Company. Schedule RPTR charges are identical to Schedule R charges and apply to all metered consumption during a billing period. Schedule RPTR credits apply to consumption reduced below the customer baseline as defined by the Company during Critical-Peak periods. Schedule RTOU is available to 1,055 customers Schedule RCPP is available to 414 customers and Schedule RPTR is available to 531 customers. The proposed charges and credits are shown in the table below. The filing of a written objection by itself will not allow you to participate as a party in any proceeding on the proposed action. If you wish to participate as a party in any proceeding established in this matter you must file written intervention documents under Rules 20 21 22 and other applicable rules. Anyone who desires to file written objections must file them with the Colorado Public Utilities Commission 1580 Logan Street Office Level No. 2 Denver Colorado 80203 within the time period specified by the Commission in its notice. The Public Utilities Commission may hold a hearing on the proposed matter. If a hearing is held the Commission may suspend the proposed tariff. The tariff ultimately authorized may or may not be the same as that proposed and may include terms different from that proposed or currently in effect. Anyone who desires to receive notice of any hearing shall file a written request for notice with the Public Utilities Commission at the above address. If a hearing is held any member of the public may attend and may make a statement under oath about the proposed matter whether or not he has filed an objection or intervention.
